Poland implements new legal framework for Ukrainian refugees

As of March 4, 2026, Poland has implemented significant legal changes affecting Ukrainian refugees. The temporary protection status (PESEL-UKR) is now governed by the Act on Granting Protection to Foreigners within the Territory of the Republic of Poland, replacing the previous Special Act. Key changes include:

• Legal stay: Individuals with PESEL-UKR status retain legal stay until March 4, 2027. However, those who registered without presenting a valid travel document must provide one by August 31, 2026.
• Social services: Access to social services is now limited to shelter, meals, essential clothing, and targeted allowances.
• Work: Employment rights remain unchanged for those with PESEL-UKR status. Ukrainians without this status can work without additional permits for the next three years.
• Benefits: Eligibility for benefits like the Child Raising Benefit (800+) and Dobry Start (300+) requires active employment and children's enrollment in Polish schools.
• Accommodation: From June 30, 2026, certain groups, such as single parents with three or more children, will no longer have access to free collective accommodation.

These changes aim to integrate Ukrainian refugees into Poland's general legal framework, emphasizing self-sufficiency and alignment with standard procedures for foreigners.
