On March 15, 2026, President Ahmed al-Sharaa issued Presidential Decree No. 63, establishing the General Authority for Supply and Provision. This new public authority aims to centralize and standardize government procurement and contracting procedures, ensuring transparency and efficiency in public spending.
The General Authority operates with legal personality and financial and administrative independence, reporting directly to the General Secretariat of the Presidency. Its primary responsibilities include:
The authority's headquarters are located in Damascus, with a dedicated budget line allocated within the state budget. The organizational structure and staffing will be defined by a subsequent decree.
The establishment of the General Authority reflects efforts to reform public procurement mechanisms in post-conflict Syria. By moving from fragmented departmental purchasing to a centralized system, the government aims to achieve cost savings, strategic stockpiling, and prevent supply disruptions.
