Paul Lugard is a highly reputed lawyer in European and international competition law. His practice is focused on complex merger control procedures, investigations into alleged anti-competitive business practices, and cartels.Over the past 20 years, Mr. Lugard has led more than 100 international mergers and joint ventures within the European Commission's merger control process and from government agencies around the world.He has advised some of the world’s largest companies on strategic cooperation agreements, platform competition, distribution agreements, and technology licensing agreements. His areas of expertise include distribution agreements in the energy sector and the application of antitrust laws to high-tech industries, including standardization, patent pools, and licensing of standard-essential patents. Mr. Lugard has assisted clients in sectors such as oil and gas, LNG, human and animal health, consumer electronics, consumer goods, medical imaging, telecommunications, and various online industries.Mr. Lugard served as Senior Vice President and Head of Antitrust at Royal Philips Electronics from 2005 to 2012.Mr. Lugard is active in the development of international competition policy. He is Chairman of the Competition Commission of the ICC and a non-governmental advisor to the European Commission at the International Competition Network (ICN) and Vice-Chairman of the Economic and Industrial Advisory Committee to the OECD. From 2011 to 2013, Mr. Lugard was President of the Dutch Association for Competition Law.Mr. Lugard obtained his law degree in 1989 from the University of Groningen in the Netherlands and in 1990 from the College of Europe in Bruges, Belgium.
