UN High Commissioner Advocates for Victims' Voices in Lebanon

UN High Commissioner for Human Rights Volker Türk visited Beirut on July 26–27, 2026, following the renewal of his mandate by the UN General Assembly. His visit coincided with an ongoing investigation by his office into violations of international humanitarian law during the recent conflict between Israel and Hezbollah, which lasted from March 2 to June 20, 2026. The conflict resulted in over 4,300 deaths in Lebanon and 41 in Israel.

During his visit, Türk condemned both the Israeli airstrikes on densely populated areas and Hezbollah’s rocket attacks. He highlighted the dire humanitarian situation, including repeated displacement of civilians and extensive destruction of infrastructure in southern Lebanon.

Türk emphasized the importance of having UN observers on the ground and warned against a solely security-focused approach. He expressed support for Lebanon’s move to introduce legislation recognizing war crimes and praised the potential role of universal jurisdiction. He also stressed the importance of truth-telling and justice for victims, advocating for platforms that validate victims' experiences.

He concluded by stating the need for future recognition within Israeli society regarding the unsustainability of the current government’s conduct during conflicts.
