The Government of Mongolia has approved the updated "Nationally Determined Contribution for the Implementation of the Paris Agreement" (NDC 3.0) through Resolution No. 91 dated September 10, 2025. This update aims to reduce greenhouse gas (GHG) emissions while ensuring sustainable development across key economic sectors.
Under NDC 3.0, Mongolia has set the following targets:
To achieve these targets, Mongolia has identified both unconditional and conditional measures across six high-emission sectors. Notably, the country plans to address issues related to pastureland degradation, which has significantly reduced the carbon sequestration capacity of soils.
NDC 3.0 also outlines adaptation goals and measures for ten sectors, including biodiversity, water resources, forest resources, disaster risk management, livestock and pastureland, crop production, public health, livelihoods and social protection, education, and culture. These strategies aim to enhance resilience against climate change impacts and promote sustainable development.
The approval of NDC 3.0 marks a significant step in Mongolia's commitment to the Paris Agreement and its efforts to combat climate change through comprehensive policy measures and international cooperation.
