President Signs Law on Digitalization of Judicial Proceedings Starting from 2026

On November 18, 2025, President Sadyr Japarov approved a law concerning amendments to several legislative acts, including the Administrative Procedure Code, the Civil Procedure Code, and the Criminal Procedure Code. This law was approved by the Jogorku Kenesh on September 25, 2025.

According to information provided by the president's press service, this law aims to improve the judicial system and provide citizens with broader access to justice through modern digital technologies.

The main objectives of the law are as follows:

• To create legal conditions for the implementation of digital court proceedings, which accelerate the process of case consideration and decision-making, as well as offer an alternative to the traditional use of paper documents. This applies not only to the filing of claims but also to all subsequent actions and initiatives requiring documentary confirmation from citizens involved in court processes as plaintiffs, defendants, witnesses, and other participants. Furthermore, the law will significantly reduce the number of personal visits by citizens to the courts.
• To simplify excessive legislative regulation of procedural rules related to the use of digital technologies, which will allow for the quicker integration of new digital services that simplify interaction with the court as they become technically ready.

The law will come into effect on January 1, 2026.
