TTU President and Officials Face Corruption Charges

The President of the Tanzania Teachers' Union (TTU), Suleiman Ikomba, along with seven senior officials, appeared before the Resident Magistrate's Court in Dodoma on June 9, 2026, facing 14 serious corruption charges. These include economic sabotage, money laundering, and operating a criminal syndicate involving billions of Tanzanian shillings in alleged fraudulent procurement schemes.

The charges stem from alleged corrupt practices in procurement processes that took place between 2023 and 2024 across Dar es Salaam, Dodoma, and other regions of Tanzania. The accused include former TTU President Leah Ulaya, former Secretary General Japhet Maganga, current Secretary General Joseph Misalaba, and other union officials. They face nine charges, including leading a criminal syndicate and laundering 1.3 billion shillings through the procurement of allegedly fictitious motor vehicle spare parts.

Defense counsel Alex Masaba urged the prosecution to expedite investigations, pointing out that the charge sheet had been filed before obtaining required consent from the Director of Public Prosecutions (DPP). However, State Attorney Mwingira assured the court that investigations were at an advanced stage and nearing completion.

Magistrate Mpelembwa directed prosecutors to finalize investigations and continue pursuing the necessary consent from the DPP. The case was adjourned to June 22, 2026, with all accused remanded in custody. The court also ordered police to locate two absent defendants, Mathias Rutaguza and Michael Assey, so they could be joined in the proceedings.

These cases represent significant legal action against alleged corruption within Tanzania's public sector unions and government agencies, highlighting ongoing efforts to address financial malfeasance in institutional procurement processes.
