Timor-Leste Vows Tougher Action Against Cybercrime

Prime Minister Kay Rala Xanana Gusmeèo announced that the Timor-Leste government is strengthening its legal framework and expanding regional cooperation to combat cybercrime. This decision follows a United Nations report highlighting the rapid expansion of cybercriminal networks across Southeast Asia.

During a meeting with President Josee Ramos-Horta, Gusmeeèo emphasized the government's commitment to drafting new legislation targeting cybercrime, including illegal online gambling. He stated, "We have submitted a draft law to Parliament so that the Government will have the legal basis to approve a decree-law on cybercrime, as this problem has become a major global issue."

The UN report identified Timor-Leste as vulnerable to cyber-enabled crime due to its developing regulatory framework. In response, the government has intensified its crackdown on suspected cybercrime operations over the past year. Between August 2025 and mid-July 2026, the National Police of Timor-Leste dismantled several suspected online scam centers, leading to the arrest of 342 foreign nationals, primarily from China, Indonesia, and Cambodia.

Authorities have confiscated passports and ordered bail for the suspects while investigations continue into alleged offenses, including money laundering, criminal association, and cyber fraud. The government reaffirms its zero-tolerance policy toward cybercrime and is committed to strengthening cooperation with ASEAN countries to address this issue.
