On November 20, 2025, Dushanbe hosted the III Penitentiary Forum of Tajikistan, focusing on alternatives to imprisonment, strengthening rehabilitation, and countering radicalization. The forum brought together representatives from government bodies, the judiciary, civil society, and international organizations to discuss key areas of penitentiary system reform in the country.
The event was organized by the Main Directorate for the Execution of Criminal Sentences of the Ministry of Justice of the Republic of Tajikistan (MPD) with support from the European Union, the OSCE Programme Office in Dushanbe, the United Nations Office on Drugs and Crime (UNODC), UNICEF, and various civil society organizations. Participants discussed the implementation of the Strategy for Reforming the Penitentiary System until 2030 and the development of a new Action Plan for 2026–2030.
Significant progress has been made in improving detention conditions and expanding rehabilitation and vocational training programs. More than 9,000 prisoners participate annually in educational and labor programs aimed at supporting their social reintegration after release. A central topic of the forum was the adoption of the Law on Probation and the establishment of the National Probation Service, which will expand the use of alternative measures to imprisonment and provide individualized support to offenders.
The forum underscored Tajikistan's commitment to aligning its penitentiary system with international standards and enhancing the protection of human rights within its correctional facilities.
