Macao Opens New Judicial Year Emphasizing Rule of Law

On October 21, 2025, the Macao Special Administrative Region (SAR) held the opening ceremony of the 2025/2026 Judicial Year at the Macao Cultural Centre. Chief Executive Sam Hou Fai delivered a speech expressing confidence in advancing Macao's rule of law.

Commitment to Judicial Independence

Sam highlighted that Macao's Basic Law establishes an executive-led political structure, defining the administrative, legislative, and judicial systems. He emphasized the importance of each branch maintaining its statutory functions while preserving the executive-led system. The government plans to accelerate judicial infrastructure development, enhance judicial training, and fully support the exercise of independent judicial power and final-adjudication authority granted by the nation.

Enhancing Judicial Efficiency

Prosecutor-General Tong Hio Fong noted that in the new judicial year, the Public Prosecutions Office will deepen digital development to improve the quality and efficiency of its work. This includes continuing training programs and improving coordination and communication within the judicial system.

These initiatives reflect Macao's ongoing efforts to strengthen its legal framework and uphold the rule of law, ensuring a fair and efficient judicial system for its residents.
