Grenada's Cannabis Decriminalization Bill Passed in Parliament
On February 12, 2026, the Cannabis Secretariat of the Ministry of Agriculture, Lands and Forestry announced that the Drug Abuse (Prevention and Control) (Amendment) Bill 2026 has been passed in both Houses of Parliament.
Key Provisions of the Bill
- Decriminalization for Adults: The bill permits limited possession and personal cultivation of cannabis for adults aged 21 and over.
- Religious, Medicinal, and Scientific Use: It allows approved use of cannabis for religious, medicinal, and scientific purposes.
- Protections for Minors: The legislation strengthens protections for children and young persons through mandatory rehabilitative responses.
- Public Use Restrictions: The bill specifically restricts public use of cannabis and its use near schools.
- Expungement of Minor Convictions: It provides for the expungement of minor past cannabis convictions.
Implementation Timeline
The public is notified that the decriminalization provisions are not yet in force and will take legal effect only upon formal announcement. The approved bill will now go before the Governor-General for assent. Once the Governor-General assents and signs the bill, it becomes an Act of Parliament and is officially a law. The law will come into force when it is published in the official Government Gazette or on a specified date.
Until the legislation is formally brought into operation, all existing cannabis laws remain fully applicable and enforceable.
