On March 4, 2026, Somalia's Federal Parliament approved the country's new constitution, concluding a protracted process that spanned more than 13 years. Former Internal Security Minister Abdullahi Mohamed Nor welcomed the approval, describing it as a historic breakthrough in the nation's state-building journey.
In a landmark session, lawmakers in the Federal Parliament of Somalia completed and passed the revised constitution. Members of both the House of the People and the Upper House voted overwhelmingly in favor of the document, a development widely described by leaders across the political spectrum as foundational to Somalia’s democratic stability.
The new constitution extends the presidential term from four to five years and stipulates that the president will be elected by parliament, while members of parliament will be chosen directly by citizens. It also defines the roles of the executive, legislature, and judiciary, establishing oversight mechanisms to prevent abuse of office and uphold the rule of law.
Former Internal Security Minister Abdullahi Mohamed Nor, who is also a presidential candidate for Hirshabelle State and currently serves as a Member of Parliament, described the approval as a defining moment in Somalia’s pursuit of peace, unity, and stronger institutions. He commended members of both chambers for their dedication and patriotism in completing the long-awaited process.
However, some regional states, including Puntland and Jubaland, have rejected the revised document, arguing that the process lacked consensus and legitimacy. They have stated they will continue to recognize the provisional constitution. The government will need to address these concerns to ensure national unity and effective implementation of the new legal framework.
