On February 18, 2026, the Seychelles Cabinet, chaired by President Dr. Patrick Herminie, approved several significant legal and policy memoranda aimed at enhancing the nation's legal framework and governance.
The Cabinet approved the National Awards (Repeal) Bill, 2026, which proposes to repeal the National Awards Act, 2022, while preserving the validity of any national awards already conferred under that Act. This move aims to streamline the awards system and address any legislative redundancies.
Another key decision was the approval of the Health Care Agency (Repeal) Bill, 2026. This legislation seeks to integrate the operational functions and staff of the Health Care Agency into the restructured Ministry of Health, particularly under the Health Care Services Department. The integration is expected to enhance efficiency and coordination within the health sector.
The Cabinet also approved the empowerment of the Nature Reserves and Conservancy Act (NRCA) and the Environment Protection Act (EPA) throughout Seychelles' Exclusive Economic Zone (EEZ). This decision strengthens the legal and regulatory basis for the full implementation of the Seychelles Marine Spatial Plan (SMSP) and enables the enforcement of Zone 1 and Zone 2 provisions under the NRCA. It also ensures the harmonization of the EPA with the SMSP, aligning with the nation's environmental conservation commitments.
In a move to enhance digital connectivity, the Cabinet approved the issuance of an Internet Service Provider (ISP) licence to Starlink, subject to specific conditions. This approval allows Starlink to provide broadband Internet services and related products in Seychelles, potentially improving internet accessibility and quality across the islands.
These decisions reflect the government's commitment to legal reform, environmental conservation, and technological advancement, aiming to foster sustainable development and improved public services in Seychelles.
