Russia lifts terrorist designation of Afghanistan's Taliban

On April 17, 2025, Russia's Supreme Court officially lifted the terrorist organization designation applied to Afghanistan's ruling Taliban, originally imposed in 2003. The decision marks a significant diplomatic victory for the Taliban and aligns with Russia’s increasing engagement with the group following its return to power in Afghanistan in 2021, after the U.S. and NATO withdrawal. This ruling allows for legal diplomatic and trade engagement with the Taliban, previously hindered under Russian law.

The court's decision followed new legislation permitting courts to suspend such terrorist designations. Russia, seeking to bolster its influence in Central Asia and stabilize the region, has hosted Taliban delegations in the past. Other Central Asian nations like Kazakhstan and Kyrgyzstan have also de-listed the Taliban as a terror group.

Despite pledging moderate governance, the Taliban has imposed harsh restrictions on women and girls, adversely affecting international aid and global recognition. Analysts view Russia’s move as improving bilateral ties and potentially enhancing Moscow's regional security stance, especially against threats like IS-K. While the ruling may legitimize the Taliban's regime, its broader implications remain limited beyond facilitating economic interactions.
