Sèo Tomeé and Predncipe Updates Citizenship by Investment Program

The Government of Sèo Tomeé and Predncipe has announced significant legislative and operational updates to its Citizenship by Investment Program (CIP), aiming to streamline processes and enhance program integrity.

Remote Issuance of National ID and Passport

Previously, applicants were required to complete in-person biometric enrollment for the issuance of National IDs and passports, either within the country or at designated embassies. A recent legislative amendment now permits remote issuance of these documents. Applicants will undergo a video verification process with the Civil Registry & Notary Office, coordinated by the Citizenship by Investment Unit (CIU), which will provide detailed guidance in the coming days.

Temporary Suspension for Multiple Nationality Holders

Under the current Nationality Law No. 07/2022, individuals holding three or more foreign nationalities are ineligible for S03o Tomeéan citizenship. While an amendment to this provision was anticipated, it has not yet been finalized by Parliament. Consequently, the acceptance of new applications from individuals with three or more foreign passports is temporarily suspended until legislative clarity is achieved.

Revised Dependency Framework for Adult Children

A revised framework governing the inclusion of adult dependent children (over 18 years) in CIP applications is being finalized. This update aims to provide clearer provisions for such inclusions. Until the new law is formally issued, passport issuance for adult dependents remains on hold. Detailed guidelines will be shared once the legislation is enacted.

These updates reflect the government's commitment to aligning operational procedures with evolving legal frameworks, thereby strengthening the program's integrity. The CIU appreciates the cooperation and understanding of all stakeholders during this transition period.
