Montenegro Amends Regional Water Supply Law

On March 5, 2026, the Montenegrin Cabinet, chaired by Deputy Prime Minister for International Relations and Minister of Foreign Affairs Ervin Ibrahimović, held its 116th session. During this session, the Cabinet adopted the Draft Law on Amendments to the Law on the Regional Water Supply of the Montenegrin Coast.

The primary objective of these amendments is to align the existing law with other relevant legislation, including the Law on Construction of Buildings, the Law on Legalisation of Illegal Structures, and the Law on Tourism and Hospitality. This harmonization aims to ensure consistency and coherence across Montenegro's legal framework.

Key changes introduced by the amendments include:

• Extension of Special Fee Collection: The deadline for collecting the special fee prescribed by the law has been extended until December 31, 2034. This extension provides a longer timeframe for the accumulation of necessary funds to support regional water supply initiatives.
• Establishment of Sustainable Financing Model: The amendments create conditions for establishing a sustainable financing model for the company responsible for regional water supply, "Regionalni vodovod Crnogorsko primorje." This model is designed to ensure the regular servicing of obligations related to loans taken for the construction and maintenance of the regional water supply system.

These legislative changes are part of Montenegro's broader efforts to enhance infrastructure development and ensure the efficient delivery of essential services to its coastal regions. By updating the legal framework governing regional water supply, the government aims to improve resource management, support economic growth, and meet the needs of both residents and the tourism industry.
