Central African Republic plans budget revision to manage treasury charges

The Central African Republic's Ministry of Finance and Budget is preparing a budget revision law to adjust the 2026 cash plan and address emerging strains on state liquidity. This decision follows a significant rise in treasury charges during the first half of the year, with cash resources raised exceeding the full-year target by nearly 25%. The initial 2026 Finance Law set state budget forecasts at CFAF 368.43 billion, aiming to embed new planning cycle priorities. However, domestic revenues accounted for less than 10% of GDP, falling short of the minimum operating needs of at least 12% of GDP. To cover its needs, Bangui raised CFAF 82.58 billion in cash resources in the first half of the year, driven mainly by government securities and a special BGFI/BSIC drawing of CFAF 20.47 billion that was not included in the initial Finance Law. The budget revision aims to realign the 2026 cash plan while preserving donor confidence.
