HRW argues that the proposed Law on the Statute of Non-Governmental Organizations would significantly expand government control over civil society, undermining fundamental freedoms.
Angolan civil society groups have criticized the bill as unconstitutional, warning that it will further shrink civic space. Legal experts express concerns that the framework allows authorities to control civil society through administrative measures rather than lawful, proportionate regulation.
Under international human rights law, restrictions on freedom of association, expression, and peaceful assembly must be lawful, necessary, proportionate, and subject to effective safeguards. HRW emphasizes that the draft law represents a serious setback for civil society and democratic freedoms in Angola.
HRW urges President Lourenço to return the bill to parliament for revisions that ensure compliance with Angola's international human rights obligations. Concerned governments are also encouraged to send a strong public message advocating for a law that advances, rather than restricts, the rights to organize and participate in public life.
