Tonga
The Kingdom of Tonga has enacted a comprehensive suite of governance and regulatory reforms, marking a significant legislative milestone. The reforms, passed during the 2025 Legislative Assembly session, have now come into force following Royal Assent and publication in the Government Gazette.
Central to the reform package is the Whistleblower Protection Act 2025 (Act 32 of 2025), which establishes a legally protected mechanism for individuals to report serious and systemic corruption involving public institutions or officials. The Act provides robust safeguards for whistleblowers, making it a serious criminal offense to retaliate against individuals who disclose information in good faith. Offenders may face up to 10 years' imprisonment, a fine of up to T$100,000, or both.
Additional legislation includes:
While these laws are now in force, their practical impact will depend on effective enforcement, public awareness, and institutional capacity. Collectively, the 2025 legislative package represents a decisive move toward stronger protections, clearer rights, and higher standards of governance in Tonga.
All Acts are available in both Tongan and English through the Attorney General’s Office.
