The Government of the Republic of Moldova, in collaboration with the United Nations Office for Project Services (UNOPS), has launched a project to construct a modern penitentiary facility in Chisinau. This initiative marks a significant step in Moldova's ongoing justice sector reforms, aiming to align the country's correctional facilities with European standards.
On January 16, 2025, an agreement was signed to commence the construction of a new penitentiary designed to address longstanding issues such as overcrowding and substandard conditions in existing facilities. Key features of the project include:
The facility will adhere to the European Prison Rules, ensuring compliance with international human rights standards and improving both living conditions for detainees and working conditions for penitentiary staff.
The project is funded by the Moldovan government, with partial financing secured through a loan from the Council of Europe Development Bank. The total budget for the project is EUR 71.7 million. Following the design review phase, construction is tentatively scheduled to begin in early 2026.
