On February 3, 2026, the French Senate approved Martinique's bid to become an associate member of the Caribbean Community (CARICOM). This decision follows Martinique's signing of the accession agreement at the CARICOM summit held in Barbados in February 2025. The Senate's vote represents a strong political signal in favor of closer ties between the 15-member regional bloc and French Caribbean territories.
CARICOM, established in 1973 by the Treaty of Chaguaramas, brings together sovereign states and several non-independent territories around common priorities, including economic integration, mobility, climate resilience, public health, education, and cultural cooperation. For French territories in the region, relations with CARICOM have long been indirect, limited to one-off partnerships or technical cooperation without any real institutional framework. Martinique's accession as an associate member aims to fill this gap.
Associate membership, as provided under the Treaty of Chaguaramas, is reserved for non-sovereign territories. It enables active participation in CARICOM's work and programs but excludes sovereign powers such as foreign policy or the right to vote on decisions binding on member states. French authorities emphasize that Martinique's accession does not alter its institutional status as a French collectivity or its position as an outermost region of the European Union. The French legal framework authorizes local authorities to join regional organizations, subject to the agreement of the state, without involving any transfer of competence or questioning of French or European sovereignty.
While the Senate's decision is a significant step, the text still needs to be examined by the French National Assembly to complete the legislative procedure. The challenge now is to transform this institutional framework into tangible projects and useful cooperation for Martinique's development and integration into the Caribbean. Membership is not a symbolic achievement but the starting point for regional participation that will be translated into action, serving Martinique's development and integration into the Caribbean.
